Bitcoin Mining in Paraguay to Inject $240 Million into ANDE in 2025

The president of Paraguay’s National Electricity Administration (ANDE), Eng. Félix Sosa, took part in the Paraguay Blockchain Summit 2025, an event organized by the Paraguayan Chamber of Fintech in collaboration with CriptoPY and international partners.

The meeting, held at the Sheraton Hotel’s event hall in Asunción, brought together national and international authorities, public and private sector representatives, academics, and leading companies from the crypto ecosystem, with the aim of discussing regulation, education, and technological development in Paraguay.

One of the central topics was the energy impact of cryptocurrency mining in the country. During his participation in a panel, Eng. Sosa explained that in Paraguay the installation of crypto mining operations is only carried out under ANDE’s authorization, in approved locations, and through specific projects with exclusive power lines.

“This framework prevents the population’s consumption from being affected, ensuring a responsible and controlled use of electricity, in line with the planning and capacity of our electrical system,” he noted.

Sosa recalled that in 2022, through Decree No. 7824/22, the Executive Branch authorized the creation of the Special Intensive Consumption Group, promoted by ANDE. This group includes users who employ electricity for data processing, information storage services, crypto-asset mining, blockchain, tokenization, and data centers. These projects are supplied at Very High Voltage (220 kV), High Voltage (66 kV), and Medium Voltage (23 kV).

“Paraguay is one of the few countries in the world that has defined this specific group, establishing rates and supply conditions tailored to the needs of these users. This allows us to leverage our energy resources with competitive prices that cover the totality of associated costs,” emphasized the head of ANDE.

Revenue projection and energy demand

Within the framework of the event, Sosa confirmed that ANDE estimates revenues of USD 240 million in 2025 thanks to legal crypto mining operations in the country. Currently, the sector’s demand exceeds 700 MW, and it is projected to reach 1,000 MW by the end of this year.

“The income from this activity for ANDE would amount to around 240 million dollars, a figure that represents a great opportunity to strengthen the national electrical infrastructure and diversify the State’s sources of revenue,” he highlighted.

In the same vein, the Minister of Industry and Commerce (MIC), Javier Giménez, stressed that crypto mining could become a strategic ally for the development of new investments in the energy sector.

“A crypto mining operation that sets up in Paraguay and works in coordination with ANDE will pay a special rate, and those resources can be allocated to electrical infrastructure works, which are currently a priority,” he stated.

Innovation, transparency, and sustainability

The president of ANDE reaffirmed the institution’s commitment to technological innovation, transparency, and the development of clear regulatory frameworks that enable sustainable sector growth while guaranteeing the energy supply to citizens.

“The challenge is to move forward with the modernization of the electrical system and the attraction of responsible investments, taking advantage of Paraguay’s position as a hydroelectric powerhouse,” said Sosa.

In line with ANDE’s chief, Bruno Vaccotti, miner, bitcoiner, and executive of the local company Penguin Group, emphasized during the panel:

“We must provide ANDE with resources and autonomy, as it has proven its ability to respond with work to the trust placed in it. There we have the example of Valenzuela, which is being established as an energy heart pumping electricity to the entire country.”

According to Vaccotti, continuing to export electricity “at giveaway prices” deprives ANDE of the money “needed to improve the country’s electrical infrastructure.”
